After an unfavourable result

Horizon Europe ESR Diagnostic and Call Map

An expert reads your previous proposal with its Evaluation Summary Report: why it was not funded, what to change, and which open or upcoming topics fit the same idea.

One expert · 12 business days

Before a stage 1 deadline

Horizon Europe Stage 1 Evaluation

Your short proposal scored on Excellence and Impact, the two criteria evaluated at stage 1, where each needs at least 4 out of 5. With the changes to make before you submit.

Two experts · 12 business days

Before a full proposal deadline

Horizon Europe Full Proposal Evaluation

Excellence, Impact and Implementation in full, including the work plan, the resources and the consortium. For Research and Innovation Actions and Innovation Actions.

Two experts · 18 business days

Two experts with complementary profiles read your proposal independently. We then consolidate their views into one report, as an evaluation panel does.

Coordination and Support Actions are quoted separately. Delivery times are business days from the day we receive the complete proposal, excluding public holidays.

How it works

Five steps, one service agreement with your organisation.

01

Scope

You tell us the call, the topic, the stage and your internal deadline. We reply within one business day.

02

Experts

We select two experts for your topic and check them for conflicts of interest with your call.

03

Agreement

A fixed fee, a service agreement and an invoice issued to your organisation.

04

Report

One consolidated report, criterion by criterion, with the priority actions.

05

Follow up

A week of written questions to clarify the report.

Plan backwards from your internal deadline

Delivery leaves at least two weeks before a stage 1 deadline and three before a full proposal deadline, so the consortium has time to act on the report. For a call that closes in February, book your evaluation in December.

Questions

Common questions

Which calls do you cover?

Collaborative calls of Horizon Europe: Research and Innovation Actions and Innovation Actions, in single-stage and two-stage calls. Coordination and Support Actions on request. Tell us the topic first: we confirm within one business day whether we can take it and whether the right experts are available.

Who are the experts?

Experts who have evaluated Horizon Europe proposals for the European Commission, selected for your topic for each proposal. They are checked for conflicts of interest with your call and sign an agreement with confidentiality clauses before they receive anything. Their identity is not disclosed.

Why two experts?

Because that is closer to how proposals are evaluated: several experts read each proposal on their own and then agree. Two complementary profiles, one closer to the science and one to impact and implementation, catch more than a single reviewer. We consolidate their views into one report.

What do you need from us?

For a quote: the call and topic, the type of action, the stage, your internal deadline and who will be invoiced. To start: the proposal as it stands and, for a diagnostic, the Evaluation Summary Report.

How is payment handled?

A fixed fee, agreed before we start and invoiced to your organisation. Payment is in advance; where your rules require it, half at signature and half at delivery. No success fee.

Is the proposal kept confidential?

Yes. It is used only for this evaluation and reaches only the two assigned experts, under a confidentiality agreement. If part of it needs special handling, such as unpublished or patent pending results, tell us before you send it.

Do you write proposals?

No. We evaluate them and explain what to change. The consortium stays the author.

Tell us about your proposal.

The call, the topic and your internal deadline are enough to start. We reply within one business day with whether we can take your topic, which service fits and a fixed fee.

Do not send the proposal yet: we ask for it once the service agreement is signed.

For universities, research centres and companies

Coordinators, partners and research offices can request the evaluation. We issue the service agreement and the invoice to your organisation.
