MSCA Doctoral Networks
Your network read by two experts, before the panel reads it.
Two experts who have evaluated MSCA proposals for the European Commission review your Doctoral Network proposal on their own, and then agree one consolidated report, the way an evaluation panel works.

The 2027 call
MSCA DN Pre-Submission Evaluation
Your new or revised proposal, scored while there is still time to act.
What we offer
Before you submit, or after the results.
Before submission
MSCA DN Pre-Submission Evaluation
For a complete or nearly complete proposal. Two experts score it on Excellence, Impact and Implementation, and we consolidate their views into one report with the priority actions: the research and training programme, the supervision, the role of each partner and the work plan.

After the results
MSCA DN Resubmission Diagnostic
For networks that were not funded. Your proposal and its Evaluation Summary Report read together: what cost points, what the comments do not say and what to change. A proposal that scored below 80 cannot be resubmitted the following year, so we also tell you whether to resubmit, rework or wait.
Quoted for each network
A fixed fee for each network, agreed before we start and invoiced to your organisation.
To quote, we need the type of network, the number of beneficiaries and your internal deadline.
What the evaluators look at
A doctoral programme, not only a research project.
A network is scored on the same three criteria as other MSCA actions: Excellence, Impact and Implementation. What changes is what each one asks of a consortium.
Excellence
The research objectives and methods, and above all the training: what each doctoral candidate learns, how the network supervises them and why these partners together.
Impact
The careers the programme opens for the candidates, the collaborations it leaves behind, and how results are shared, used and communicated beyond the project.
Implementation
A work plan that holds together across partners, a clear role for each beneficiary and associated partner, and the capacity to recruit, host and train every candidate.
In the official evaluation, several experts score each proposal on their own and then agree a consensus report. Two experts with complementary profiles give you that second reading before the panel does.

Submitting now, or planning for 2027?
If you submit to the 2026 call, tell us now and we will write to you when the results arrive. If you are preparing for 2027, the earlier we agree the dates, the easier it is to secure the right experts.
Do not send the proposal yet: we ask for it once the service agreement is signed.
For coordinators, partners and research offices
We issue the service agreement and the invoice to your organisation. The proposal reaches only the assigned experts, who sign an agreement with confidentiality clauses before receiving anything.
